Job Description
We are
The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.
The EU Delegation to the Kingdom of Cambodia works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Cambodian government in areas that are part of the EU’s remit.
We offer
The post of Secretary (Local Agent Group 3) in the Delegation’s Political, Press and Information Section. The team consists of 3 people and there are occasional atypical working hours.
Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Political, Press and Information section (PPI), providing support, expertise and assistance in the admin and policy work of the section:
Following main tasks and duties are currently required:
- Overall organizational and administrative assistance in the PPI section;
- Follow the implementation of the PPI budget
- Procurement: draft call for tenders and follow them for the PPI section to ensure accountability and transparency in the use of EU budget
- Monitor and update Head of PPI’s calendar
- Preparing and keeping contact up to date
- Setting up meetings, visits and events
- Formatting, editing, and synthesizing of reports and documents;
- Maintenance of section PPI correspondence and files; digital filing, and registering of correspondence and documents
- Logistical support to the organization of meetings/events/missions;
- Relations with external stakeholders regarding events and public affairs;
- Drafting the daily press review of the Delegation;
- Researching for information in Cambodian language media, social media and websites
- Any other task or ad hoc tasks relating to the activities of the Section and the Delegation.
- General back-up for the press officer and/or the assistant to the Ambassador, when these are off.
The base salary will depend on relevant and verified employment experience, typically starting from step 1 equal to 1,062.00 EUR (One Thousand and Sixty Two EUROS only) monthly salary. There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.
The expected start date will be 01/11/2024.
Minimum requirements / eligibility criteria (necessary for the application to be considered)
- High School Diploma or equivalent (BAC II);
- Minimum of 3 years of experience in a support capacity;
- Working knowledge B2 (very good) of English and C2 (fluent) of Khmer (See European language levels- Self Assessment Grid)
- Very good knowledge of commonly used programs such as Outlook, Word, Excel, PowerPoint, WebEx.
Assets / selection criteria (basis for awarding points to select the best applicant)
- Qualifications: University Diploma in relevant field e.g. Office or Business Administration and/or further secretarial training;
- Language: Working Knowledge C2 of English and B1 of French Working experience in Diplomatic mission, International organization, multicultural or international environment
- Working experience with drafting standard official correspondence in English
- Working experience with maintaining networks and communicating with external and internal contacts
- Working experience with drafting agendas, coordinating and organising meetings, projects and events
- Knowledge of the EU and the politics/media/economy of Cambodia

The process
After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.
Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based assessment of the information provided in the cover letter, CV; practical testing and interviews. 8 best candidates will be invited to the final written test and interview.
Only candidates admitted to each successive selection phase will be contacted individually. The Delegation will use the same means of publication as for this job advertisement to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
