Behaviour Change and Communication Specialist
Job Description
GRET is a French International development NGO, active in various sectors in Cambodia since 1988. Local Essential Services (water, sanitation, and waste) is one of the main sectors supported in Cambodia. We are currently seeking a suitable candidate to support several behavior change and communication projects in line with the responsibilities outlined in the Terms of Reference. This position is a fixed-term contract of 1 year with the possibility of extension.
Location: Siem Reap with frequent travel to Phnom Penh main office
Contract: Full-time, 1 year with a possibility to extend
Direct supervision: Project Manager
Department: Local Essential Services (SEL)
Duties
Formative Research:
- Develop methodologies to understand community behaviors, attitudes, and barriers to change in water, sanitation, solid waste management, and energy sectors.
- Conduct field research, including qualitative data collection through Focus Group
- Discussions, Key Informant Interviews, workshops, and immersive observations in urban and rural settings all over Cambodia.
- Analyze qualitative and quantitative data from formative research.
Strategy Development:
- Design and implement effective behavior change strategies tailored to the local context for projects related to water, sanitation, solid waste management, and potentially energy.
- Collaborate with program teams to integrate behavior change components into existing and new projects.
- Develop marketing campaigns to promote services in waste management, water access, sanitation, and energy.
Tools Development:
- Develop communication tools for behavior change and marketing strategies adapted to each project’s context. Tools can include posters, videos, sound announcements, games, etc.
Community Engagement:
- Engage with local leaders, community groups, and stakeholders to foster community ownership and participation.
- Efficiently mobilize various stakeholders (community, leaders, local authorities, etc.) in implementing communication campaigns.
- Travel to urban and rural areas in Cambodia to lead activities, sometimes for weeks to implement campaigns.
Monitoring and Evaluation:
- Develop metrics and tools to assess the impact of behavior change interventions.
- Monitor and evaluate the effectiveness of strategies and campaigns, making adjustments as needed.
- Prepare regular reports and case studies to document successes, challenges, and lessons learned.
Project Management:
- Plan, budget, and organize field activities.
- Coordinate with local authorities for smooth implementation of field campaigns.
- Manage sub-components of projects based on experience.
Capacity Building:
- Provide training to community relay persons to support the implementation of behavior change campaigns in the field.
- Provide training and support to local staff and partners on behavior change methodologies and marketing techniques.
- Stay updated on best practices and emerging trends in behavioral science and community engagement.
Requirements
Education:
- Bachelor’s degree in Sociology, Behavioral Science, Social Psychology, Public Health, Marketing or a related field.
Experience:
- Minimum of 5 years of experience in designing and implementing behavior change strategies.
- Added value: Experience with urban or rural WASH, piped water supply, solid waste management (such as working with informal waste collectors or developing waste separation campaign materials) or a willingness to learn.
- Working closely with private and public sector stakeholders (such as water supply operators, waste collectors, sanitation service providers, Ministries, provincial departments, municipalities, etc.) to develop BCC and marketing strategies and ensure communication materials meet their goals.
Skills:
- Strong understanding of behavior change theories and models.
- Experience in formative research implementation.
- Experience in designing communication materials (flyers, posters, videos, etc.), especially using programs such as Adobe InDesign, Visio, or others.
- Excellent communication and interpersonal skills, with the ability to engage diverse stakeholders.
- Proficiency in developing and executing marketing campaigns.
- Strong analytical and problem-solving skills.
- Ability to work independently and as part of a multicultural team.
- Experience in managing small teams is a plus.
- Fluency in English and Khmer is required.
- Willingness to work in the field and stay overnight in project target areas.
